Poverty can work havoc on communities, especially when those communities fall prey to natural disasters such as famine and drought - or manmade problems such as armed conflict and persecution. People become displaced, families and communities are broken up, and any services that are viewed as essential to basic survival very quickly displace other - no-less-essential - services such as access to schooling and support for the disabled.
